Scheme Overview

WHAT HAS BEEN ANNOUNCED

The Revised Budget Estimates for 2026-27 were presented to the Tamil Nadu
Legislative Assembly on 5 August 2026 by Dr. N. Marie Wilson, Minister for
Finance, Planning and Development.

Paragraph 18 of the Budget Speech announced, in full:

    "Modern, branded bicycles equipped with helmets and water bottles will be
    provided to approximately 5.32 lakh Gen-Z students studying in Class XI
    across Government and Government-aided schools in the current academic year.
    An estimated amount of Rs.277 crore is allocated towards this scheme."

The Tamil text of the same paragraph fixes the year explicitly as the 2026-27
academic year.

ABOUT THE NAME

News reports of the Budget refer to this as the "Puthiya Payanam Puthiya Vegam"
scheme. The Budget Speech itself does not name it — paragraph 18 describes the
scheme and stops there. TN JOBS carries the name because the coverage is
consistent across outlets, but treat it as the name used in news reports rather
than a confirmed official title until a Government Order or a School Education
Department release uses it.

THIS IS AN UPGRADE TO A SCHEME THAT ALREADY RUNS

Tamil Nadu has distributed free bicycles to Class XI students since the 2001-02
academic year. What was announced on 5 August 2026 is a better bicycle - branded,
with a helmet and a water-bottle holder - and not a new benefit you have to sign
up for.

WHERE IT STANDS TODAY (page updated 11 August 2026)

- The Government Order for the 2026-27 announcement has NOT been issued.
- No distribution date has been announced. "The current academic year" is as far
  as the Budget Speech goes.
- No supplier tender for the branded bicycles has been published.
- There is NO application form and NO application portal - and there never has
  been one for this scheme. See "How to Apply" below.

distribution details are published on an official tn.gov.in site. Nothing on this
page is an application form, and TN JOBS does not collect applications for any
scheme.

Benefits

As announced in the Revised Budget 2026-27:

- A modern, branded bicycle, free of cost.
- A helmet with the bicycle.
- A water-bottle holder on the bicycle.

Rs.277 crore has been allocated for the scheme, covering approximately 5.32 lakh
Class XI students.

Rs.277 crore is the allocation for the scheme. It is not a payment to students,
and no per-student or per-bicycle value has been announced. Any figure you see
for "how much each student gets" is somebody's arithmetic, not a government
number.

Eligibility

AS ANNOUNCED
- Students studying in Class XI (11th standard).
- In Government and Government-aided schools in Tamil Nadu.
- In the 2026-27 academic year.
- Approximately 5.32 lakh students in total.

NOT YET FIXED
The Budget announcement did not restate any eligibility condition beyond the
above. The long-running free bicycle scheme has been given to Class XI students
of all communities without an income limit, but the conditions that will apply to
the 2026-27 branded bicycles are settled only in the Government Order.

Treat any specific eligibility rule you see for this scheme on social media or on
a non-government website as unverified until the Government Order is published.

How to Apply

THERE IS NO APPLICATION. This is the most important line on this page.

Class XI bicycles are not applied for. The school identifies the eligible
students in Class XI, prepares the list and hands the bicycles out through the
head master. There is no form to fill, no portal to register on, no last date and
no fee. This has been the process since the scheme began in 2001-02.

If you are in Class XI in a Government or Government-aided school, speak to your
head master or class teacher. That is the whole process.

STATUS OF THE 2026-27 ANNOUNCEMENT
The branded bicycle with a helmet and water-bottle holder was announced in the
Budget on 5 August 2026. The Government Order has not been issued and no
distribution date has been announced. This page will be updated when it is.

WARNINGS
- The government charges no fee for this scheme. Do not pay any agent or
  middleman, and do not pay anyone who says they can "register" your child or
  "book" a bicycle.
- Nobody needs to collect your documents for this. No official will ask you for
  your OTP, ATM PIN or bank password.
- Do not enter your details on links forwarded through WhatsApp or Telegram.
  Check that the address ends in .gov.in before typing anything.
- TN JOBS does not accept applications for this or any other scheme, and will
  never ask you for money or documents.

Documents Required

None. There is no application for this scheme, so there is no document list.

The school already holds the enrolment records it needs. Do not hand over your
child's Aadhaar, bank passbook or school records to anyone who claims to be
collecting them for a bicycle.
